Job Description:

JPI has an opening for Senior Consultant to serve as a the VSP Fee and Expansion Program Manager. Ten (10) years of project management, organizational design and change management, and implementing federal rules through Federal rule making process this includes five years of relevant experience supporting federal government customer organizations. This position will be working with our clients to implement a fee rule and transition that organization from appropriations to fee funding. design.

Responsibilities

Project Management (40%)

  • Lead project and program management activities including:
    • Developing project artifacts
    • Implementing and maintaining project schedules
    • Reporting status and on ad hoc items
  • Lead requirements gathering and analysis of alternatives (AOA)
  • Track and work meeting decisions and action items to completion ​
  • Facilitate cross functional teams to drive decision making and consensus
  • Provide day-to-day project management, engagement control (managing to establish targets), support, and advice on all assigned projects and programs
  • Identify risks to the project and develop risk mitigation strategies
  • Identify issues and corresponding escalation and resolution strategies
  • Coordinate work product reviews for completeness, quality, and adherence to customer requirements
  • Direct the development and execution of communication plans
  • Develop and execute strategic plans and corresponding action plans

Fee Rule and VSP expansion (40%)

  • Work with customers, stakeholders, and program team. Must be able to build rapport and credibility to establish a trusted advisor / partner relationship with clients across all organizational levels.
  • Support strategic planning for the organization
  • Manage the fee rule processes
  • Lead the update of an existing Activity Based Costing (ABC) model
  • Support the analysis of client program activities to provide a detailed understanding of client responsibilities, functions, as well as existing and future workload needs.
  • Support the analysis of legal justification for program fees and the establishment of a fee structure in accordance with legal framework
  • Facilitate client working sessions and solution development Design and lead senior/ executive level client meetings and exercises
  • Design and implement organizational governance structures
  • Develop meeting and briefing materials, including agendas, meeting minutes, briefings, and talking points
  • Draft business cases, reports, whitepapers, and other decision documents
  • Perform data analysis, performance measurement, and quantitative and qualitative metrics development
  • Read and interpret government policy, regulations, and directives and to apply those to activities
  • Communicate effectively, both orally and in writing, with clients

Account Management (20%)

  • Support account planning and execution to include business develop and proposal activities
  • Participate in recruiting and hiring tasks (developing position descriptions, interviewing, and mentoring new hires)
  • Support client meetings, industry days, and discussions on JPI capabilities and experience

 

Minimum Requirements

  • Ten years organizational design consulting experience and at least five years project management as well as relevant experience in direct support of a federal government department or agency
  • Master's degree in business, information systems, communications, or a related field
  • Experience supporting large, complex programs and supporting program management offices
  • Experience leading teams and coaching junior employees
  • Self-starter with the ability to work independently and in team settings to include close collaboration with program managers and clients
  • Deep understanding of project management methodologies (processes, best practices, tools)
  • Strong interpersonal, written and oral communication skills
  • Experience in building and managing client relationships
  • Ability to support multiple projects simultaneously in a deadline driven, process oriented environment
  • Proficiency in   Microsoft Office, Project, and Visio
  • Clearance: Clearable to Secret or above

Desired Qualifications

  • MBA
  • PMP
  • Activity based costing or cost estimating experience
